Our core business is the development, manufacturing, marketing and safe distribution of chemical intermediates, additives and consumer protection products.

Since 2005 I have worked in the transportation field specializing in the manufacture and requalification of Cargo and Intermodal Tank Containers, concentrating on how to extend the life of a container as well as adapting best practices into our current processes. I enjoy performing root cause analysis on any transportation issue and using the positive findings as continuous improvement for the safe movement of chemicals in our industry.

Brett Mears is President and Owner of Palmer Logistics, a Texas based 3PL. He has an extensive background in distribution center strategy, sales, and execution. He has served his industry in leadership roles as chairman of the International Warehouse and Logistics Association (IWLA), Board Director for the Alliance for Chemical Distribution, president & chairman of the Texas Warehouse Association (TWA), and the Houston Roundtable of the Council of Supply Chain Management Professionals (CSCMP).

Mr. Mears leads a progressive, customer focused operation that has enjoyed 750% growth over the past two decades. The company has 350+ employees servicing 140 customers in 14 distribution centers in Texas (Houston & Dallas metro areas) and Georgia (Savannah).

Mr. Mears holds a business degree (with Honors) from the University of Notre Dame. Prior to joining Palmer Logistics, he served as a Surface Warfare Officer in the United States Navy. He currently resides in Kingwood, TX with his wife, Denise, and they have three children.

Wendy Buckley is a seasoned expert in hazardous materials with 27 years of industry experience. She is the founder and President of STARS HazMat Consulting, a company she has successfully led for 13 years, helping shippers, carriers, warehouses, and other stakeholders manage risk, ensure compliance, and enhance safety.
​
A veteran firefighter with a decade of hazmat emergency response experience, Wendy is also a former DOT HazMat Inspector for the federal government and the State of New Jersey. Her work includes enforcing transportation regulations and managing regulatory affairs for a global laboratory supply company.

Wendy has trained thousands of professionals on hazmat transportation and safety regulations worldwide. She is the author of Hazardous Materials Transportation: A Guide to Success for EHS Students and Professionalsand a former professor at the University of Findlay. A recognized Subject Matter Expert, Wendy frequently contributes to major publications, speaks at industry events across North America, and is a recurring guest on Sirius XM Radio.

Josh Heyl

Josh oversees fluid sealing management initiatives to improve the safety, reliability, and operational efficiency of bulk transportation equipment worldwide. With over 15 years of combined technical and commercial expertise in transportation asset maintenance, he delivers industry education, develops customized client solutions, and ensures compliance with regulatory standards.

Josh partners with domestic and international hazardous materials shippers to enhance responsible product stewardship and minimize risk to both clients and the public. His role focuses on assessing and optimizing the critical steps and variables in the fluid sealing process, implementing targeted process controls to eliminate leaks and maximize asset performance and utilization.

Rich Brewer
Linde Gas & Equipment Emergency Response Program Manager

Rich Brewer is the National Emergency Response Program Manager for Linde. Linde is the world’s largest industrial gas company manufacturing and shipping hazardous and non-hazardous gases around the world. Rich has held various titles in the last 27 years that include ER Team Leader, Regional Coordinator, North America ER Manager and Linde Gas and Equipment National Program Manager.

Rich has developed Linde’s Electronics, Specialty and Package Gas emergency response program that includes training national and international responders as well as and responding to incidents with both internal and external emergency responders and customers from over 20 countries.

Mr. Burch is the Hazardous Materials Manager for Union Pacific covering the Gulf Coast of Texas. Before my time with Union Pacific, I worked as a Hazardous Materials Manager for Norfolk Southern Railroad for 6.5 years in St Louis MO and Birmingham AL. Prior to railroad service, I spent 27 years in the Fire Service and Emergency Medical Service. I have instructed railroad response classes at University of Illinois Fire Service Inst, Alabama Fire College, Mississippi State Fire Academy and TEEX in College Station TX.

Richard Davey
CHEMTREC’s International Business Director, bringing over 20 years of experience in guiding public and private sector organizations through complex risk and compliance challenges. Since joining CHEMTREC five years ago, Richard has focused on fostering collaboration with customers, regulators, and strategic partners. His work aims to simplify complex problems, support compliance, and help businesses reduce risk while protecting their bottom line.

Henrik Olsson

Henrik has been with Stolt-Nielsen since 2008 and is currently the General Manager for Stolthaven Houston. Stolthaven is the bulk storage arm of Stolt-Nielsen, a global pioneer in bulk liquids, chemical logistics and sustainable aquaculture with around 7,000 employees globally. Originally working for Stolt Tankers, where he traded chemical tankers world-wide for nine years, Henrik transitioned to Stolthaven in 2017. Henrik has held several positions with Stolthaven, including Commercial and Business Development Manager for the US. In this role Henrik was part of the team developing the ongoing expansion program, adding additional 1 M barrels to the US terminals.

Henrik grew up in Stockholm, Sweden, before moving to the US in 2008. He has a Master of Laws from University of Stockholm and Master of Maritime Law from University of Southampton, UK.

Vincent is a seasoned leader with over 30 years of experience in Plant Operations, Supply Chain, Logistics, Environmental Compliance, Safety, and Operational Excellence. His broad expertise fosters a comprehensive, integrated approach to Environment, Health, and Safety (EHS) management.

Currently, Vincent oversees global logistics safety and compliance for AmSty, including emergency response capabilities and third-party logistics service providers performance.

Tom DeLafosse

Tom has 50 years of experience in quality assurance, design, repair, and inspection of railroad tank cars. Over his career he has developed numerous inspection, repair, training, and quality assurance programs. For the last 27 years he has provided regulatory compliance support to railcar owners and repair shops alike.
Tom is a Certified Quality Auditor, (CQA), through The American Society of Quality (ASQ), is a member of both the Railway Supply Institute (RSI) Quality Assurance Committee and Committee for Tank Cars.

Muhammad Faisal Bin Roseli

OURAY Singapore Pte Ltd
Faisal Roseli is a seasoned expert in emergency management and crisis preparedness, with over 19 years of leadership experience. He currently spearheads Asia Pacific (APAC) Operations at OURAY Singapore Pte Ltd. Faisal’s distinguished career began as a commissioned officer with the Singapore Civil Defence Force (SCDF), where he led fire, medical, HazMat, and rescue operations. He later contributed to national-level emergency response planning as a staff officer at SCDF Headquarters, as well as training future HazMat specialists at Singapore’s Civil Defence Academy.

Faisal’s international experience includes enhancing Oman’s HazMat response capabilities and serving as a training consultant at the Abu Dhabi Civil Defence Academy. Prior to his role at OURAY, he was an Emergency Services Planning Specialist (Control Risks) at Meta (formerly Facebook), where he developed and optimized emergency action plans and training programs for the APAC region.

Kevin Lavezzo
Kevin brings a high level of expertise and knowledge to the CHEMTREC team with nearly eighteen years of experience at CHEMTREC and fifteen years of experience as a Volunteer Firefighter in Prince Georges County, Maryland. He has assisted first responders, transporters, military personnel, federal agencies, and chemical industry partners in many high risk, high profile hazardous materials incidents stemming from product use, storage, and production as well as transportation incidents and natural disasters.

JT Wilson
Director of the Toxicology Emergency Response Program
Mr. Wilson is an experienced consultant and responder within CTEH's Toxicology Emergency Response Program (TERP®) team. He has had direct involvement in train derailments, crude oil spills, ammonia pipeline releases, releases in chemical manufacturing facilities, warehouse fires and barge collisions. As the Director for TERP® with in the Emergency Response division, Mr. Wilson coordinates CTEH resources on a scale ranging from individual responder to multi-state responses with over 100 personnel in support of work plans derived by himself and fellow health and safety leaders. Mr. Wilson is experienced in assisting with the integration of high-quality data within the command structure of responsible parties and regulators in order to drive well-informed safety and operational decisions. This level of management involves continuous coordination and communication of monitoring and sampling activities to clients, laboratories, and regulatory agencies.

​Brandon-Dean Morris, General Manager & Instructional Systems Design Specialist at SERTC
With nearly 20 years of hazardous materials emergency response experience across North America. He also serves as a senior engineer at MxV Rail and Chief Pilot for both organizations. Brandon holds a wide range of certifications, including Radiation Safety Officer and Surveyor, Hazmat Specialist, OSHA Outreach Trainer for General Industry, Construction, and Marine, and attended Embry-Riddle Aeronautical University for his Aerospace Engineering degree.

​Coren Hinkle, Attorney
Coren Hinkle is an accomplished international disputes attorney. For nearly a decade in private practice, he advocated on behalf clients in international and investor-state disputes before leading foreign arbitral institutions and in U.S. courts. After his time in private practice, he moved in-house with Ouray. He now leads the company’s global legal disputes and transactions affairs, where he manages Ouray’s international commercial issues in Europe, South America, North America, and the Asia-Pacific region. During his fourteen years of experience in international law across the globe, Coren has handled matters involving commercial disputes, investor-state arbitration, sovereign immunity, and enforcement proceedings.
He is also an experienced international law and arbitration adjunct professor in the U.S. and abroad. Coren is the lead instructor for the International Commercial Arbitration Moot Team at the Georgetown University Law Center. He also developed experiential courses in international arbitration, international commercial law, investor-state arbitration, international transactions, and comparative law at the University of Denver, Sturm College of law; Grenoble Ecole de Management; and GEM Paris.
​Eric Snow
General Manager Houston
Born in Houston, Texas, Eric Snow graduated from the University of Houston with a B.A. in Logistics and operations research. He began his career with Stolt Tankers in 1994. At the start of his career, Eric was involved in the purchasing of materials and services in support of the deep sea ships with Stolt-Nielsen. In 1998, moved to London, England with Stolt Tank Containers and returned to the U.S. with Stolt as Global Asset Manager. In 2005, he transitioned to Tanker Trading with a focus on the Atlantic, Clean Petroleum Markets, and finally the Pacific trades.
All together, Eric has over 20+ years of experience trading both Parcel and Medium Range tankers in the Western and Pacific Hemispheres. Eric's current position is Sales Manager - Pacific Service with Stolt. He also serves as Chairman of the NIOP's TransportationCommittee and as a member of the NIOP Board of Directors.

Jeremey Guiringer
General Manager Houston
Jeremy Gueringer is a Consultant on the CTEH Business Development team. He has responded to over 100 projects including crude oil releases, well control events, train derailments, chemical spills and fires, and various other emergency responses and incidents in diverse settings including rural and urban environments, rail yards, chemical facilities, petroleum refineries, on land and water, in the United States and abroad.
